    <summary type="html">&lt;p&gt;The LPA has been approached by a Parish Council to advise whether
  part of their CIL Meaningful proportion could be used for a 12 week
  mobile drop in Youth Group to help tackle the problem of vandalism
  within the community. My initial thought is that it wouldn't fall
  under either part of reg 59c but the opinion of other CIL Officers
  would be valued.&lt;/p&gt;
