Statutory consultees -gas and electricity - Public forum - Planning Advisory Service (PAS)

The regs require that statutory consultees include 'any person to whom a license has been granted under section 7:2 of the Gas Act 1986' and 'any person to whom a license has been granted under section 61b or c of the Electricity Act 1989' . How does one find out to whom such licenses have been granted? I am updating out stakeholder database and we seem to have a random collection of gas and electricity companies, and National Grid. Should it be all such companies, or just National Grid?
