Disagreement on fees, how to resolve

Following on from lack of Appeal for non determination where an application has been judged to be not complete and therefore not validated....How are issues in difference of opinion on fees to be resolved ? An application we submitted was accompanied by a fee based on mixed use category, with the highest single element taken. The planning office maintained that it was category 9 and wanted a considerably higher fee. In the end we had to pay it, as there was no other obvious way of resolving the situation. Any guidance?

I recently had a similar problem; I submitted two almost identical applications for partial change of use of two ground floors on different sites (both buildings being arranged as serviced office units), one involved two 'units' (by now combined together to form a single unit), the other three 'units' (still arranged as three rooms); one council concurred with my reading of the fees regulations and charged a fee of £335, but the other insisted that as more than one 'unit' was involved that the fee should be £335 per unit, even though they had been combined together into a single space; who is right? The only recourse in a fee dispute seems to be to appeal for non determination and argue that the application was valid as submitted with the lower fee.
