Owner notifications - new listed buildings

When a building is first listed the owner is officially notified by the LA. The template we have for this seems to state the Council Chief Exec as the name to quote on the notice. I would of thought that the head of Planning would be more appropriate for this. What do other authorities do? Many thanks, John
