    <summary type="html">&lt;p&gt;I was casting around looking for anything that helps explain how LPAs
  might be seen to distribute housing requirements fairly to
  neighbourhood areas - and how early or indicative figures might be
  prepared when the LP is at an early stage. &lt;/p&gt;
&lt;p&gt;Has anyone seen anything on this ? I thought I'd see some help
  directed at neighbourhood groups on this but not so. &lt;/p&gt;
