    <summary type="html">&lt;p&gt;How complete does a new dwelling have to be for it to be considered
  complete for housing figures?   &lt;/p&gt;
&lt;p&gt;Is a new house a complete if has doors, windows and roof and no
  scaffolding ? &lt;/p&gt;
&lt;p&gt;or should it be counted as complete if its ready to be moved in so
  utilities, kitchen, bathroom etc...  all done?&lt;/p&gt;
