<p>How complete does a new dwelling have to be for it to be considered complete for housing figures?   </p> <p>Is a new house a complete if has doors, windows and roof and no scaffolding ? </p> <p>or should it be counted as complete if its ready to be moved in so utilities, kitchen, bathroom etc...  all done?</p> <p>Thanks</p>
