Para 25 of the NPPF states that the .... 'sequential approach should not be applied to applications for small scale rural offices or other small scale rural development.'</p> <p> I would be interested to know how others have interpretated the term small scale. </p> <p> Additionally the term 'rural' is open to interpretation. Should the term 'rural' be interpretated to mean anything outside of a defined urban boundary?
