change of use of A building to a class falling within Class C3

We have received a prior approval notification seeking to exercise PD rights under Class J. The applicant owns 6 buildings on a trading estate that form their own cul- de-sac. The applicant has submitted one form (and one fee) to cover all 6 buildings with associated parking and asking the LPA to make a decision on all 6 buildings under one application. My initial thought is that the application cannot be accepted as the legislation states "development consisting of a change of use of a building and any land within its curtilage…..”, and this is development seeking to change use of more than one building. Has anyone else experienced this and/ or have a view on how to progress this?
