Answer text: "Following delays to the publication of the 2023 Housing Delivery Test (HDT) results under the previous government, this government is committed to re-establishing a regular publication cycle. We therefore combined the data collections for the 2024 and 2025 HDTs and intend to publish both sets of results as soon as possible."

I record under communal, alongside C2 Nursing homes in section H - normally will be 1 council tax unit, but then include the number of bedrooms as per the scheme. And also, that type of scheme needs to be counted as a loss of a dwelling under the changes of use section as well (D4 dwellings to non-dwellings).

How do people record C3 dwelling houses to children homes for housing monitoring purposes in particular on the Government's Housing Flows Reconciliation (HFR) DELTA form? We have a number of permissions for change of use from C3 dwelling houses to children homes. I assume we record C3 losses and how do we record children homes - are they recorded under C2 communal accommodation?

Including the 46 apartments in the 2023/24 completions figure might not be appropriate since the development hasn't received permission yet, making it an "unlawful" development. It's advisable to wait until the planning permission is granted before including them in the completions figure. This ensures accuracy and compliance with regulations. Until then, it's best to hold off on counting them towards any completion figures.

I have a planning application for conversion from former offices to 46 apartments. It hasn't yet been granted permission due to s106 agreements not signed. I was notified by Council Tax team that the 46 flats were added to Council Tax taxation in March 2024. I went to visit and the former office building is now a block of apartments with most if not all occupied. So legally it is 'unlawful' development.

Question - do I include them in the 2023/24 completions figure or should they not been included until the permission is granted (i.e. add to the completions figure for the year that the permission is granted)? What would you do?

Thanks Ian. You would expect there is nothing to hold back publication as it is a technical process with an established methodology. But DLUCH and ministers will also want to fully understand the consequences of outcomes against national housing targets of 300,000 per year and implications for specific authorities in terms of the 20% and presumption before releasing the numbers.

The Government webpage Housing Delivery Test - GOV.UK (www.gov.uk) has now been updated to include the 2022 results. I wonder when the 2023 results will be published? Usually the results are published in Jan/Feb. The 2022 came out very late (Dec) due to the consultation of the/and revisions to the NPPF. Assuming the 2023 results will be published within the next few weeks...?

You may have noted that the recent NPPF changes remove the commitment to publish HDT results in November (although in reality they always slipped) has been removed. These will now be published "annually..."

Just picked up on that too Ian. Had a look at their calculation figures compared to our provisional calculation for that 3yr period. Seems they've not factored in our additional delivery in the National Park or communal accommodation, just using our council's straight housing delivery numbers (as amended by the Covid adjustments). Plus they seem to have done some strange rounding of the Local Housing Need figures for those 3 years (not always rounded in the right direction)! Not a big deal overall for us, as we still come out at 277% (rather than our provisional 280% calculation), but hopefully the 2023 HDT results (which will presumably now come out fairly soon) will be more accurate, otherwise we may need to query the calculations with them again!

Yes C3 - remember not to double count if they have the agricultural tie removed in time they would have been counted as an agricultural workers dwellings (C3) and with no tie just a dwelling but still C3!

I would count them as conventional residential dwellings assuming they also appear on the valuation list as residential properties. And worth remembering that if there are only very few, which you'd expect I guess even in rural boroughs, then whether they are in or out really is not going to change total figures markedly. Common sense should prevail!

I think we do. If they are used for domestic purposes, still they are C3 although located on a farmland.

This may be a stupid question and I cannot find the answer online. Am I correct for thinking we do not count farmhouses and houses for agricultural workers as C3 dwellinghouses? I cannot find anything on the latest Housing Flows Reconciliation (HFR) guidance notes. Thanks.

Just noticed that the track change version of NPPF suggests publication of HDT results will move from November to "Winter"!

GIven we are now hearing that the NPPF changes are due "in due course" rather than "Spring" I think we can expect further delay while they resolve a number of significant problems.

A couple off the top of my head...firstly how to ensure their plans will not actually slow housing and stop local plan development... and more importantly how on earth to come up with a workable method of balancing the supply against completions. The guidance needs to be absolutely clear how HDT calculations should be done.

I suspect that penalising authorities just before local elections was felt to be a step too far, especially as government clearly feels the existing completions only HDT method is flawed, which of course it always has been.
