Published in April 2019, the Report evaluates the performance of the Fair Chance Fund (FCF), a three-year programme funded by the Ministry for Housing, Communities and Local Government, the Cabinet Office and the Department for Digital, Culture, Media and Sport which ran from January 2015 to December 2017. The FCF targeted homeless young people aged 18-24 not in education, training or employment (NEET), many of whom had multiple and complex needs. The FCF sought to improve accommodation, education and employment outcomes using an innovative social investment model. The evaluation sought to assess whether this type of intervention is effective in improving outcomes for homeless young people.
