Published in June 2008, this report evaluates the South Yorkshire Transitional Labour Market (TLM) Programme. The TLM Programme aims to provide an intermediate or transitional step into work for people who are economically inactive or long-term unemployed. The report presents the Programme rationale and assesses the performance, value for money and additionality. There is an analysis of impacts for beneficiaries and key findings from Barnsley, Doncaster, Sheffield and Rotherham. Conclusions and recommendations are provided for the providers / employers and delivery agents.
