Published in March 2013, the report explores the social impacts and value of local public transport access through a quantitative methodology, building on limited evidence as to how these positive impacts are quantified and monetised. This is done through a literature review, undertaking an initial data collection through focus groups and a stated preference survey. The report explains that the maximum social benefits from the bus services are accrued by those who would not make the trip at all if there were no service, with those who would utilise a different travel mode still receiving social benefits but in a smaller amount. The report finds that the quantitative values for the social benefit provided by bus services would be a return bus trip for £3.84 for passengers with concessionary travel passes and £8.17 for other passengers.
