This report, authored by North of Tyne Mayor Jamie Driscoll and published by the RSA, sets out some practical proposals for a new funding and governance settlement to level up the North East. He argues that rather than increasing the financial burden on central government, levelling up can deliver substantial savings through reduced costs to public services, increased tax revenue, as well as increasing land values. He proposed that mayoral combined authorities (MCAs) are well placed strategically to coordinate programmes of investment in areas such as transport and housing, and that this work can be funded by allocating MCAs a share of these fiscal and private gains.
