In February 2022, the New Economics Foundation published a paper on the key improvements that must be made through the UK Government’s levelling up agenda. The report identifies five major shifts in the old local economic development model: a shift away from central direction to local power and control; a shift in focus from growth to living standards; a shift in focus from high-value-added sectors to the everyday economy; a shift in focus from large businesses to small and medium enterprises; and a major shift to green and increased action on the net zero agenda.
