This paper from the Canadian think tank Victoria Transport Policy Institute makes the case more comprehensive definition of accessibility in transport planning, moving beyond mobility and towards an understanding of a person's overall ability to access services and opportunities. The author argues that making the transport system truly accessible would require major changes in transport and land use policy, underpinned by new methodologies in transport appraisal and evaluation.
