Council Housing schemes
We have two Council Housing schmes where Housing have received Planning Permission and will be making Education and Health contributions but of course they cant be S106 or U/U's. So as they are contributions for infrastucture but not under s106 should they be declared on the IFS or not? How do other Councils handling these for public openess?
We (Bristol City Council) use internal Memorandums of Understanding (MoU), whereby the Houisng Department agrees to pay the Planning Department the relevant sums for the relevant purposes as if they were Section 106 payments. We publish these MoU's on our website (as if they were Section 106 Agreements) along with all the other documents relating to the application. The sums are then included in our annual IFS, thereby giving transparency to the whole process.
