Regulation 14 Consultation - No responses received from the local community - Public forum - Planning Advisory Service (PAS)

A Neighbourhood Plan group have recently undertaken Regulation 14 Consultation, despite extensive publicity, an exhibition and extended consultation period no responses have been received from local residents. This leads to queries as to whether there is support locally for the Neighbourhood Plan  and whether the policies are justified and evidenced.  Have any other authorities had a similar experience and how did the Neighbourhood Plan proceed?
