CIL Liabilty for Plot substitutions

I have a query relating to applications for plot substitutions on applications which have had REM approval prior to Jan 16 (our CIL adoption date).  The applicants have submitted a   FUL application for the ‘new’ plots but I am unclear if this would then trigger a CIL contribution. ?

Would be grateful if anyone can assist
