CIL /s106 - Public forum - Planning Advisory Service (PAS)

Is anyone having another look at CIL as to whether it is cost effective now that pooling is back under s106?  Is it a system worth pursuing as it is complicated, not transparent and easy to developers and not cost effective in terms of staff time given restrictions on monitoring costs in the Regulations.
