Hi

I am dealing with a domestic extension application in the Green Belt. I just want to seek a second opinion about the interpretation of paragraph 145c of the NPPF.

 

Brief summary of this application:

The property concerned was originally built as an agricultural barn and subsequently converted and extended to form a dwelling. As part of the barn conversion application, the PD rights for buildings and extensions have been removed. This newly formed dwelling has not been extended.

 

My question is this "For the purpose of paragraph 145c of the NPPF, should I take the size of the original building as the barn when it was first built (presumably before 1948)? Or alternatively, should I assess the proportion of the proposed extensions based on the size of the new dwelling when it was first granted planning permission? To me, it seems to make more sense to assess the proposal using the size of the barn as opposed to the dwelling.
