Hello All,
I'm looking for any guidance there may be around setting a base date
for an emerging Local Plan? In particular the appropriateness of
setting a base date for the Plan period that is in the past - ie
2017/18 for a Plan likely to be adopted in 2022?
I have seen the guidance around applying the Sedgefield approach when
there has been a shortfall within the first few years of the Plan
period (Paragraph: 031 Reference ID: 68-031-20190722). I therefore
assume in principle there is no objection to setting the base date for
the Plan period in the past? And does this change if there is no
shortfall or perhaps even an oversupply from those first few years of
the Plan period?
Any guidance or approaches that others have taken would be appreciated.
