Whether requests for 106 contributions meet CIL Regs

Hello, I was wondering whether anyone out there has dealt with requests where compliance with the CIL Regs are not clear. We have a request from the County Council for funding of youth workers, funding adult education classes, clawback for the recent refurbishment of a library (not advised of before work - think this definately does not comply) and telecare facilities. I understand that revenue costs are less likely to meet the CIL Regs but can't find reference to this in the circular/best practice. Has anyone else had similar requests/comments from Inspector's on revenue/staff costs? Many thanks! Cherry

The Guidance was indeed silent on this. But the Localism Bill (Section 95) refers - as an amendment to the 2008 Act - to the use of CIL for funding the maintenance of the infrastructure provided. the wording suggests that this wil not necessarily extend to mainataining (a) infrastructure not funded through CIL or (b) other revenue expenses.
