Turbines and NNDR - Public forum - Planning Advisory Service (PAS)

This is not really my thing, but hopefully someone can help. 

I know that councils now have an interest in increasing business rates, as they retain a proportion of the uplift. 

Am I correct in thinking that some sorts of development, and specifically most new renewables, are excluded from this arrangement ?

I want to double-check my thinking that councils have no need to consider the direct financial benefits for turbines.
