New CIL Guidance Feb 2014 and Mezzanine floors

The new CIL guidance refers on page 9 to Mezzanine floors.

I had thought that mezzanine floors were not liable for the Levy but the new guidance implies that mezzanine floors or greater than 200 sq. m would be liable for CIL.

I can't remember seeing anything about this in the Regulations.

Does anyone know the background to the 200 sq. m threshold?
