The issue is can an applicant submit a variation of condition application to extend the time period for extraction and restoration on a mineral site, when since the original permission was granted there have been separate stand alone consents granted within the quarry site, for example a concrete crushing plant . The stand alone permission supersedes the mineral extraction consent in that areas of the quarry, it is my understanding that a variation of condition has to relate to the original site area, as this would no longer be possible would a full application for the quarry extension now be required
