We've been asked the question....do benches in high streets need pp? 

I think no, but not sure...

Generally they will be installed by local authorities, so will benefit from Permitted Development Rights under Part 12 Class A of the Town and Country Planning (General Permitted Development) Order 1995 (as amended).
