CIL - Polytunnels - Public forum - Planning Advisory Service (PAS)

If there are existing polytunnels which have been in use for their lawful purposes to be removed as part of a redevelopment proposal; should these be taken into account in the CIL calculation i.e. should the developer be given an offset?  The RICS Code of Measuring Practice excludes greenhouses and garden stores from the GIA of buildings but is this just for residential purposes?
