CIL and s78 appeal decisions - Public forum - Planning Advisory Service (PAS)

We have just lost an s78 appeal for 4 houses and DM colleagues are asking if CIL can now be levied. CIL was implemented in the district from June 2017 but obviously the original application and refusal decision were issued prior to that date. But now that permission has been granted by the inspector presumably the development is CIL liable? Does anyone know as I've not been able to find any specific guidance on this. Many thanks.
