I wonder whether I might ask how you deal with biodiversity within the Prior Approval/Permitted Development processes?
The Chartered Institute of Ecology & Environmental Management has recently published an advice note ((www.cieem.net/data/files/Publications/PD_ADVICE_NOTE_March_2017.pdf)) which references an appeal decision where the inspector concluded where there was a reasonable likelihood of discovering protected species (but survey information was missing) the works would fail to satisfy requirements of paragraph Q.2(e) and as such would not be Class Q Permitted Development.
In light of this, do you screen applications for Prior Approval in much the same way as you screen other planning applications, or do you approach Class Q developments in a different way?
