Strategic Housing Land Availability Assessments & planning applications

Is there any examples of whether a SHLAA has been used as a material consideration when determining planning applications? I would like to know if any weight is attributed to a SHLAA so that I can give guidance to DC officers when it comes to publishing the final report.

The SHLAA is an assessment of sites that is part of the background evidence for preparing the Housing Allocations DPD. It only sets out the facts, it idoes not allocate sites. It will contain information on all manner of sites, good bad and impossible.

The SHLAA should only be a technical document although somewhere (was it the Green Paper a few years back) said that SHLAA's were material considerations. This doesn't seem right to me as, being technical documents they don't have to be formally approved by members so how it can be a material consideration on specific sites I don't know. But the way a SHLAA might be used as a material consideration in a another sense would be if you had a policy in the Core Strategy that only allowed the development of, say greenfield sites, once it was identified that there was a shortage of PDL coming forward. Evidence in the SHLAA would then be relied upon to demonstrate either way.
