&lt;p&gt;I'm writing a chapter on Local Plans and GDPR, and thought it would
  be &amp;quot;nice&amp;quot; to put in something relevant to neighbourhoods
  preparing plans. After all, I thought, most of the principles are just
  the same. &lt;/p&gt;
&lt;p&gt;After a quick google though, I've found advice to parishes / forums
  that suggests they should seek consent from consultees. In my view
  this is wrong, and they are carrying out public task [you don't need
  to be a public body to carry out public task]. &lt;/p&gt;
&lt;p&gt;Am I way off ? What do others think ?&lt;/p&gt;</summary>
