    <summary type="html">&lt;p&gt;The City has an article 4 directions removing the permitted change of use from C3 to C4 to help control increases in student concentrations. A residents group has suggested seeking a further A4D removing PD rights for conversions/extensions. The argument being that works that only require building regulations and not planning could have a consequential impact by increasing the student/HMO population.&amp;nbsp; I have done some searching and could not see any authority that has fone down this route.&amp;nbsp; Has any authority?&lt;/p&gt;
