Every one knows

Everyone knows HR are responsible for dealing with difficult employees  Everyone that is except HR!

A great many managers think the role of HR is to deal with the difficult people issues allowing them to get on with getting things done. ( delivering the service , hitting targets, managing the budget) But people management is a large part of management. It is also true that some managers feel ill equipped to deal with team members who are disruptive, uncooperative, lazy or incompetent. They are happy to give feedback but  unsure how to handle the situation when the individual reacts badly. They are aware of the need to set standards and expectations but shy away from confrontation or lacking skill they make a clumsy attempt and end up being the subject of a grievance. HR are there to guide and support managers through the policies and procedures they may also deliver or arrange training to equip managers with the skills and confidence to fulfil this key part of the managers role.
