Published in May 2019, the Report explores the mapping and measuring of public and social value from outcomes, institutions and services that are difficult to quantify. The Report sets out alternative approaches and case studies to create a more rounded and realistic method of capturing different dimensions of value, created by public action. The report noted that it was important any new method needs to enhance, not replace, current conversations about priorities and decisions to support collecting a more holistic picture. This approach was created with the aim of making value more transparent and open to interrogation. The Report found that public value can be mapped and measured, which is useful in shaping decisions, but that it is surrounded by tensions and dilemmas.
