Shrinking Footprints: The impacts of the net zero transition on households and consumption

This paper by the Resolution Foundation, forming part of the think tank's Economy 2030 Inquiry, highlights the changes needed in household-facing sectors of the economy to meet the Government's net zero targets. Significant emissions reductions have already been achieved, but this has mostly been through low hanging fruit, such as the shift from coal fired power generation to gas and renewables. Ordinary people are much more likely to feel the effects of the changes that are now needed. The researchers review the distributional impacts of economic choices and policy changes on different parts of the population. In some areas, like electric vehicles, rapid change is already underway, and policy is needed to make the transition as fair as possible, in others (including insulation and particularly aviation) significant further investment and policy interventions are needed to speed up the pace of change.
