Local emerging plan reg 18 site submission after public consultation - Public forum - Planning Advisory Service (PAS)

Looking for an answer to if long after the Reg 18 public consultation period has closed and into Reg 19, can extra sites be added for inclusion in the plan without having a further period of public consultaion for those new sites ?  basically can a site that still has not been included be extened by x3 in size.  From what I can see this should not be done without another period of 6 weeks public consultaion to make sure it complies prior to submission to inspection.   Thanks for your advice
