Regulation 54 - 'Self-build exemption' - Public forum - Planning Advisory Service (PAS)

Hi, please could somebody lend me and hand and confirm whether or not a refurbishment project involving a change of use from a residential institution to a new private dwelling would qualify for exemption from CIL under the 'self-build exemption'? Am I correct in thinking it only applies to new self-build dwellings, not refurbishment projects?
