Has anyone got an approach to managing the potential impact of additional car journeys that they think is worth a look ?

In particular I'm interested to see how people cope with a situation where the travel plan is trying to achieve something that consultees suggest is unlikely to work in practice - who does the monitoring / enforcement and what sort of sanctions are appropriate ?
