Asset of Community Value - Public forum - Planning Advisory Service (PAS)

We have a current planning application for the redevelopment of a site which incudes the demolition of a building. An application has recently been received to list the building as a  'Community Asset'. Can we determine the planning application before the Council decides if the building is a community asset? The only guidance I have been able to find relates to determining applications for buildings which have already been listed as community assets.
