Accepting video as part of a plg application or rep - Public forum - Planning Advisory Service (PAS)

Apologies if this has already been asked but is any authority accepting video's of sites to address the lack of site visits or in a similar vein videos as reps.  if so what system is being used to facilitate the uploading of the video which are probably large and has any other issues of importance been identified such as GDPR.
