Innovate use of commuted sums

Hello, 
I'm carrying out a piece of work to draw up a framework to guide how commuted sums from s106 agreements should be spent (on affordable housing).  Does anyone have any knowledge of more unusual, innovative or creative ways that LA's have used such sums to further sopport the delivery of affordable housing?
