Developing masterplans - methods - Public forum - Planning Advisory Service (PAS)

I’m interested in approaches or methods of developing masterplans for locations. We are looking to do this with communities or encouraging them to take a lead.  My thinking is there will be some examples out there which LPAs are used to so if we develop along those lines, they may be easier for rolling out more widely.
