Point of Determination - Public forum - Planning Advisory Service (PAS)

Hi,

I'm looking for information on what counts as a planning application being formally "Determined". What is the status of an application after the committee has agreed to approve, but before the s106 etc has been agreed and before the decision notice has been issued? How long can that limbo period go on for? Can anyone point me to a reference source, or share experience? Thanks.
