We have an adopted SPD on Planning Obligations which requires payment on all dwellings and employment sites. In light of the economic downturn we have suspended payment on all employment sites and developments of 5 dwellings or less provided that a material commencement is made within 12 months. I am currently reviewing this position and preparing a report for our Cabinet Member as to whether we continue with the suspension. He has asked whether there is any benchmarking that can be taken from other authorities as to the relaxation of S106 payments. Does anyone have examples of how they are dealing with the economic downturn and payment of s106?
