CIL Viability Assessments

Is there a mechanism in which authorities can recover the cost of a viability assessment? Perhaps through the 5% of CIL allocated as admin once CIL collection commences?

We are aiming to recover the costs of our consultants who are preparing the viability assessment through the 5% admin allowance at a later date as well as other on-going costs related to monitoring and collection.

Any set up costs as well as on going admin can be taken from the 5%.
