Requirement to carry out pre-application consultation - Public forum - Planning Advisory Service (PAS)

Has the government published a development order which introduces thresholds for the type/scale of proposal which developers are required to undertake pre-application consultation under section 61W of the T&CPA 1990 (as inserted by Localism Act 2011, section 122)?
