Transitional housing - Public forum - Planning Advisory Service (PAS)

Hi All, just wondering if anyone had dealt with this before. I'm trying to find out if transitional housing for homeless people can be included in the five year supply. This is a new development type for us and I wondered if anyone had any success with defending its inclusion at appeal. We have two schemes, one is more of a communal type development and the other is a block of studio flats. I'm thinking that if I put it in it may give the impression that we are  not supplying enough affordable housing. Just not clear what to do with it - its not mentioned in the Housing Supply and Delivery guidance. Thanks
