South Worcestershire ICT also known as SW2 is a shared service providing ICT services to three district councils; Wychavon and Malvern District Councils, and Worcester City Council. In 2011 all three district partners adopted the same ICT strategy. A major focus of this was the provision of end to end self service for both public and business customers. Within the service a team of developers dedicated to carry out the development work was established. A number of key decisions were made at an early stage which included the use of open standard tools and Agile project management techniques. Rather than make one of the high volume transactions the first development, car park appeals was chosen. This was an area where it was considered that the number of variables was low and the process was easily understandable. See what happened.
