LGA guidance on terms of reference and rules of procedure for police and crime panels may be downloaded below, we hope that the document provides a helpful framework which can be used and adapted as required and will assist authorities establish their terms of reference and rules of procedure locally. The LGA developed this guidance with local authority advisers who are involved in establishing police and crime panels in their area. Some of the content has been taken and adapted from material drafted by local authorities. The download to this post supersedes a previous version of this document in this K-Hub library dated 2/04/12. This new version includes a couple of very minor amendments to paragraphs 1.1 and 1.3 in annex 2 which now read as follows: 1.1 The chairman of the police and crime panel will be appointed in June or at the first meeting of the panel following the appointment of members to the panel by constituent councils. [This new wording allows more flexibility so that the arrangements don’t rigidly require appointment of a chair in June (if there’s some other issues that throws out the envisaged timetabling e.g. foot & mouth disease etc)] 1.3 In the event of the resignation of the chairman or removal of chairman, a new chairman will be appointed and will be drawn from amongst the councillors sitting on the panel. [This re-wording avoids specifying that in the event of a chair resigning etc - a replacement HAS to be made at the NEXT meeting]

Just as a further update from the Thames Valley if anyone wants to use our document examples... The Panel Arrangements Document for the Thames Valley was signed-off by all councils at a Joint Committee meeting last week. Our Rules of Procedure document is in draft and is likely to be much more extensive than other versions as the members have agreed that they would like to cover all standing order issues...
