After the introduction of the Taking Control of Goods Act last April, the business case for building and managing your in-house bailiff team is appealing.

Whilst most local authorities have dispensed with teams over the past 25 years, a few have kept their teams intact and also use third party commercial enforcement agents when necessary.

Now we are seeing a resurgence of interest in having in-house teams. Certainly, the potential for healthy surpluses from fees is one of the attractions, but there is also a mood swing in these times of austerity, with many elected officials believing that it might be better to train their own staffs to collect outstanding debts.
